PPA encourages participation of the private sector in the provision of ancillary services and in the development and operation of private ports in support of trade and national development.
In order to ensure a port service provider’s legitimacy, capability, and competence in the provision of port services, PPA implements an accreditation system, by which only duly accredited port service providers shall be allowed to operate in all ports under the PPA jurisdiction. By virtue of PPA Administrative Order No. 06-2019, new Guidelines on the Accreditation of Port Service Providers, repealing A.O No. 10-2018, all port service providers, including customs brokers, shipping lines and agent, freight forwarders and truckers, will have to secure accreditation from PPA effective 07 August 2019 prior to filing for a PPA permit to operate.
A.O 06-2019 lists the documentary requirements for applicants for port terminal, cargo handling, passenger terminal, and Ro-Ro services. Further, standardized accreditation fee is also promulgated under PPA Memorandum Circular No. 03-2019, to wit: Php 10,000 for port terminal services, cargo handling/Ro-Ro services, pilotage services, passenger terminal services, shore reception facility, and towing/tugging/tug assistance. Other services are pegged at Php 3,000.
